The Panama City municipality reported that digital improvements supported 35 percent more project procedures in 2026, tied to an estimated USD 320 million in economic impact and 1,600 direct jobs. That suggests developers are actively pushing projects through the approval system.

The Backlog Is Visible

The same update listed 1,032 plans in process, with 607 in the hands of taxpayers to answer observations and 425 moving through institutional review. Fire department analysis, closing stages at the works office and other linked institutions still determine timing.

Permits Are Not Deliveries

A faster permit path can support construction recovery, but buyers need to distinguish plan approval from financing, construction progress and final registration. Panama City and San Miguelito also remain subject to quarterly construction census tracking by INEC.
