Panama City Residential Permits Lift Recovery As Inventory Becomes Building Specific
Panama City's residential recovery is gaining permit support, but buyers are being forced to judge inventory by neighborhood and building rather than by citywide optimism.

Recent analysis of official INEC construction data showed declared value for residential construction, extensions and refurbishment in surveyed districts reaching roughly B/.302 million from January to May, more than 21 percent above the comparable 2025 period. Rental conditions have also firmed in better buildings.

Purchasers should verify property tax position, building administration, maintenance fees, rental history, occupancy, construction permit status, parking, HOA reserves and comparable closed prices. Asking rents should be checked against signed leases in the same building.
Outlook
Panama City looks healthier than last year, but the next phase is selective. Buildings with clean management, realistic pricing and strong locations should lead the recovery.
