Kandal Title Drive Presses Cambodia Toward 2026 Land Registration Deadline
Cambodia's land market received another title-security signal after the prime minister ordered authorities to finish nationwide land surveying and registration by the end of 2026.
The Kandal Handover Is The Local Trigger
The latest ceremony distributed 23,067 ownership certificates to residents in Chey Thum, Roka Chonleung and Pok Russey communes in Ksach Kandal district. It also completed systematic registration for the final remaining district in Kandal province.
Title Security Changes Liquidity
Documented ownership affects saleability, inheritance, mortgage access and developer due diligence. In fast-growing districts near Phnom Penh, buyers often focus on road access and future urbanisation, but clean cadastral records are the first test of whether land can be financed or resold safely.
The Deadline Raises Pressure On Other Provinces
The instruction to complete surveying by 2026 and title distribution by 2027 puts provincial administrations under a measurable timetable. Areas that finish registration earlier should have a practical advantage over informal or disputed stock.
Buyer Checks
Purchasers should verify certificate number, cadastral map, registered owner, road access, tax status, bank release, transfer procedure and any developer or borey obligations. Location near a corridor does not replace title confirmation.
Outlook
Kandal's completed registration campaign should support formal transactions around Phnom Penh's growth edge. The next market test is whether routine transfers become faster after the public handover stage ends.
