Kandal Title Distribution Makes National Road 6A Buyers Recheck Bank And Tax Documents

Cambodia's most concrete local property update is in Kandal province, where ownership-certificate distribution for house-and-lot buyers is turning title paperwork into the key market signal.

The Certificates Are Specific

The land ministry announced a phase-four distribution of 1,391 ownership certificates for customers who had fully paid in projects at Chrei One Hundred village and Anlong Sleng village in Sambour Meas commune, Mook Kompo district. The July 9 to July 16 distribution window gives buyers a direct checkpoint on whether promised ownership has moved beyond sales contracts.

Kandal Is A Growth-Corridor Test

National Road 6A and nearby Kandal districts sit in the orbit of Phnom Penh's outward growth. Demand can be supported by road access and lower land costs, but fringe projects are only bankable when cadastral records, tax obligations and loan-collateral releases line up cleanly.

Tax Relief Changes Negotiation

The prime minister's late-July title-processing measures included relief around late stamp-tax penalties and past transfer chains through July 2026. That can help final owners, but buyers still need written calculations showing who pays the final tax and when bank-held documents will be released.

What Buyers Should Watch

The key local test is whether the certificate is ready for the named buyer, not only promised for the project. Any gap between payment completion and document release should be reflected in escrow terms or a lower price.

Outlook

Kandal buyers should treat the latest certificate handover as a practical standard. Projects without clear title timing, bank-release steps and final-owner tax documents deserve a discount.
