Kandal's systematic registration drive is now a practical buyer issue in Chey Thum, Roka Chonleung and Pok Russey, where thousands of new certificates can move Phnom Penh-edge land into formal lending and transfer review.

Authorities distributed 23,067 ownership certificates in three Ksach Kandal communes, completing a provincewide registration milestone rather than a generic paperwork exercise. For landowners, the certificate can support mortgage applications, inheritance, sale negotiations and clearer boundary evidence.

Phnom Penh Proximity Changes Value

Kandal plots near the capital are often priced on road access, future urbanisation and household migration. Formal title can improve liquidity in that corridor, but it does not automatically solve flood exposure, utility timing, subdivision compliance or speculative asking prices.

Banks Still Need File Quality

A new certificate is only one part of a credit decision. Lenders and buyers will still test the registered owner, cadastral map, access road, encumbrances and whether the plot can support the intended housing or shop-house use.

Buyer Checks

Purchasers should match the certificate to the cadastral map, boundary markers, seller identity, tax record, bank release, commune transfer process, road access and official planning documents. Any promised nearby development should be verified separately from broker claims.

Outlook

Chey Thum and nearby communes should gain liquidity as titled plots enter formal circulation. The strongest prices should attach to documented land with service access and realistic end-use demand, not only proximity to Phnom Penh.
