The digital FUN helps applicants prepare information through the Ventanilla Unica de la Construccion, reducing errors, rework and physical visits at the filing stage. It does not guarantee a licence, but it can shorten the path to a complete submission.

The city's launch covers key urbanism and construction procedures, with dynamic fields that change based on the selected trámite. That matters for developers because incomplete forms and repeated corrections create carrying costs before a project reaches a curator's technical review.

Supply Depends On Administrative Speed

Bogota's formal housing pipeline is constrained by land, financing and regulation. Faster filing helps most where zoning, utility capacity and project documents are otherwise ready; it will not rescue weak projects or informal lots without legal foundations.

Developers should confirm VUC requirements, curator jurisdiction, zoning, environmental constraints, utility availability and interoperability timing for later phases. Buyers should ask whether an advertised project has a final licence rather than only a digital filing.
