New Cairo remains one of the strongest diaspora targets, but plot value depends on allocation, phase, street position, utilities and build obligations. A buyer without confirmed ranking and allocation is holding administrative exposure, not a finished land asset.

Secondary Rights Require Caution

Some applicants may try to sell or transfer expectations before final plot receipt. That is risky unless the programme documents clearly allow the transfer and the buyer can verify payments, code, identity and remaining instalments.

Applicants should confirm Central Bank transfer receipt timing, booking code, allocation list, city, plot number, instalment schedule, utility readiness and tax obligations. Secondary buyers should insist on official transferability before paying a premium.
