Arraijan Permit Surge Leaves Panama City Buyers Waiting For Registered Housing Proof
Panama's construction recovery is sharply local: permit values rose strongly in early 2026, led by Arraijan and the Panama district, but housing registrations are still the proof buyers need before calling it a supply rebound.
Permit Values Rebounded
INEC and construction-sector reporting showed building-permit values up 43.5 percent in the first four months of 2026 to about USD 417.2 million. Residential permits accounted for roughly USD 252.8 million of that total.
Arraijan Stood Out
The strongest local increase came in Arraijan, where reported permit value growth was far above the national pace. Panama district also rose, but the recovery is uneven and cannot be treated as a finished-inventory surge.
Registrations Tell A Slower Story
Separate market analysis noted that housing registrations were still down substantially on a one-year and two-year basis. That means permitted projects are not yet the same as homes entering the registry and becoming available to buyers.
What Buyers Should Check
Buyers should ask whether a project has a building permit, construction progress, promised completion date, registry pathway and utility approvals. In Arraijan, transport access and commute reliability can change the effective cost of a cheaper home.
Outlook
Panama's next local signal is conversion from permits into registered housing. If Arraijan and Panama City projects deliver on time, the rebound gains substance; if not, buyers should keep pricing execution risk.
