Oman AI Valuation System Puts Muscat Asking Prices Under Official Check

Oman buyers now have a new pricing reference after the housing ministry introduced a digital valuation system designed to curb arbitrary real estate prices.

The Ministry of Housing and Urban Planning introduced a digital valuation system with Oman Real in August, using artificial intelligence, engineering standards, regulatory checks and historical transaction comparisons. The system is framed around the Real Estate Register Law of 2026 and includes specialist human review.

Muscat Relevance

The tool matters most where asking prices vary widely across Muscat, Al Mouj, Muscat Hills, Yiti, AIDA and other Integrated Tourism Complex or mixed-use areas. Buyers can now test whether a seller's price reflects location, infrastructure, services and recent comparable transactions.

Who Is Affected

End users may gain stronger protection from overpricing, while brokers and developers must defend valuations with evidence. Foreign buyers looking at ITC projects still need to understand ownership rights, service charges, handover dates and resale depth.

Diligence Checks

Purchasers should compare the valuation output with title status, usufruct rights, plot classification, utility access, road access, building permits, service fees, mortgage terms and recent transactions in the same wilayat. An algorithmic reference supports due diligence but does not replace legal review.

Outlook

Oman's pricing system should improve transparency if market participants use it consistently. Muscat projects with clean data and realistic comparables should benefit first.
