New Sales Rules
National documents released at the end of August direct local governments to advance completed-home sales and require stricter safeguards for remaining presales. Developers generally need each building structurally topped out before marketing presold units, while buyer payments and mortgage proceeds move through regulated accounts.
Financing Timing
Separate financial guidance pushes banks to release mortgage funds later in the delivery cycle. For completed new homes, funds are tied to sale registration; for presold properties, lenders must wait until the project completion has been formally registered. That delays developer access to buyer cash.
Shanghai Link
Shanghai's own August measures lower some second-home down-payment thresholds outside the outer ring and allow provident-fund withdrawals for completed new commercial homes. Together, the rules favour visible finished stock over projects dependent on early cash collection. Outer-ring buyers therefore have to compare policy relief with commute, school access and delivery certainty.
Buyer Checks
Purchasers should verify planning permit date, construction progress, escrow account, mortgage release timing, developer debt, completion registration, handover certificate and whether the project is governed by old or new sales rules. The safest comparison is now delivery evidence.
Outlook
China's market is moving toward stronger delivery discipline. Completed suburban Shanghai homes should gain trust, while early presales may need better pricing and clearer safeguards.
